Road Development Authority (RDA) was the engineer as well as the employer of the project. The project had been proposed under local bank funds for rehabilitation and improvement of 6.8km length from Kurusa Junction (18.4km) to Panadura (25.2km). ED&PMC worked as the design consultant of the contractor.
ED&PMC carried out Survey, Investigation, Highway Designs, Pavement Design, Structural Designs and Hydrology Study.
