Road Development Authority (RDA) is the Employer as well as the Engineer of the project. The project has been proposed under China Development Bank funds for rehabilitation and improvement of 14.7km length of roads. ED&PMC has been working as the design consultant of the contractor. ED&PMC has been carrying out highway design, structural design work, investigation and survey work of Kegalle- Bulathkohupitiya – Karawanella Road (A021) (5.65 to 16.00km), Kegalle-Siyabalapitiya-Dewalagema (B601) (1.95km to 4.58km) and Mabopitiya-Degalathiriya (B599) (1.95km to 3.70km).
